Summary:

The pilot was making an approach to Southend airport in a moderate gusty wind which was close to the aircraft limits. After landing the pilot selected landing gear up instead of flaps and the landing gear partially retracted, causing damage to the landing gear doors, the nose leg assembly and propeller. The landing gear safety switch, designed to prevent inadvertent retraction on the ground, was tested and found serviceable. Although the pilot thought he selected gear up at slow speed, he considered it possible that the selection was made earlier, possibly when the aircraft still had flying speed.
